Neil Mackay
Neil
was born and raised in Sudbury, Ontario Canada, a mining community in
the northern part of the Province. He attended elementary and high
school in that community and joined the Royal Canadian Mounted Police
in 1958 after a brief stint with the Ontario Hydro as
an
electrician's apprentice.
He was with the Royal Canadian Mounted
Police for 31 years and achieved the rank of Inspector at the time of
his retirement in
1989.
Throughout his career in the police community
Neil
worked primarily in
the plainclothes details in Ontario and British
Columbia and specialized in investigations of criminal organizations
in the illicit drug trade and other major criminal activities. Neil
was recognized as an expert in Major Criminal Organizations and
testified at all levels of the Canadian court systems as well as in
Hong Kong and the United
States of America.
Neil
was the Operations Commander for the
Emergency Response Team in Burnaby, British Columbia as the Officer In
Charge of the General Investigation Section (plainclothes section). He
was the media relations officer for Burnaby and the Police Labour
Relations officer as well.
Prior to his tenure in Burnaby Neil was
the Non Commissioned Officer In Charge of the International Heroin
Trafficking Section with the Royal Canadian Mounted Police Drug
Enforcement Section in Vancouver. At the time of his retirement he was
the Officer In Charge of the Royal Canadian Mounted Police Detachment
in Port Alberni (Vancouver Island) British Columbia.
Neil has been an active
member in the Rotary Club of Burnaby for over ten years and is past
president and have been on several committees as well a chairing them.
He first joined Rotary in 1987 in Port Alberni and renewed his
association and membership with the Burnaby Club after locating to
Burnaby for his retirement. Neil is also a Paul Harris Fellow.
I am married and my wife of 38 years Jeannette, a recently retired
teacher, and I have two adult daughters.
Neil would like to see
during the tour to Los Angeles the LAPD SWAT Team, LAX & ride-a-long
with uniform and drug enforcement officers.
